The commission recognizes that some techniques utilize regional applications that may not be segment-specific. The move in the qualifier “if applicable” from after the term “specific level(s)” to be before, confirms that the qualifier only applies to the term “specific level(s).” This edit does not change the previous understandings of what the qualifier attached to. In all the meetings, hearings, and comments, it was commonly understood that the term “if applicable” only applied to the term “specific level(s).” This edit will assure that understanding is carried forward in future applications of the rule.
