Department of Health's Recovery Act Efforts
Implementing the American Recovery and Reinvestment Act of 2009  (Recovery Act)

The American Recovery and Reinvestment Act of 2009 (Recovery Act/ARRA) was enacted to jumpstart the U.S. economy, create or save millions of jobs, and address long-neglected projects and improvements so we can face new challenges in the 21st century.

The Department of Health is receiving Recovery Act funds to be used in local communities for projects below. For detailed information about these grants and other grants in Washington, visit the state recovery page.

 

Drinking Water: Keeping drinking water clean and safe

 

Drinking water infrastructure projects
Grant funds are being used throughout Washington for construction projects that improve drinking water in local communities. The projects range from new construction to renovation and repair of existing facilities. Complete details about the economic recovery funds for water systems.

Location: Communities in 21 Washington counties.

Vaccines: Improving immunization rates & preventing disease

 

Immunizations: Reaching more children and adults
This project uses funds to provide children with vaccine and support activities in local communities that help improve Washington’s childhood immunization rates and protect the public from vaccine preventable diseases. Allocation breakdown: $2,916,585 for vaccines; $1,998,362 for ARRA supported activities.

Public health clinic reimbursement
This grant is going to local health jurisdictions for planning and development. The project helps local health department clinics improve their ability to bill health insurance plans for immunization services for those who are privately insured.
Location: Select pilot counties will be chosen in early 2010.

Develop "best practices" for school vaccination coverage and exemption rates
This grant is being used to improve the way vaccination coverage is monitored in Washington schools and to simplify immunization reporting requirements for schools. This improves the efficiency, accuracy and availability of school immunization data.

CHILD Profile Immunization Information System Improvements
CHILD Profile is a health promotion and immunization information system designed to help assure children in Washington state get needed preventive health services. This grant provides funding to make improvements in the system. Improvements include reducing or eliminating duplicate data entry by health care providers; more complete immunization histories; better timeliness of data submissions, improved quality of immunization coverage assessments, as well as providing increased availability of data to other public health systems.

Rotavirus Vaccine Evaluation
Rotavirus infection sickens 5 to 8 million people around the world each year and is fatal to more than 500,000 children under the age of five. Grant funds are being used to study the effectiveness of the rotavirus vaccine as well as the severity and distribution of the disease. The Department of Health is partnering with Seattle Children's Hospital in this study

Meningococcal Vaccine Evaluation
Grant funds are being used to study the meningococcal vaccine and how well the vaccine is performing since its introduction in 2005. The grant is also supporting additional surveillance of other diseases that can be prevented by vaccines and how current vaccine rates have affected recent outbreaks of these diseases.

Communities putting prevention to work to stay healthy

 

Promoting Healthy Behaviors
Grant dollars are being used to encourage Washingtonians to pursue healthy behaviors. Efforts include encouraging physical activity; improving nutrition in low-income neighborhood, offering tobacco cessation assistance to external organizations and working with public health, health care, business and government to prevent the risks of chronic disease.

Behavioral Risk Factors
The Communities Putting Prevention to Work (CPPW) project aims to improve nutrition, increase physical activity, reduce obesity and decrease tobacco use in Washington communities. This grant provides funds for data collection for the CPPW project in King County. King County is administering a questionnaire to 1,500 residents and compiling the results to create a baseline for the project. After the project is completed, a second survey of 1,500 residents will measure the success of the CPPW project.

Health Care Associated Infections

 

Health Care Associated Infections in Hospitals
Health Care Associated Infections are infections that patients get during their stay in a hospital or surgery center. This grant is being used by the Department of Health and in 43 hospitals throughout the state to help improve the way that hospitals collect information about these infections.

Health Care Associated Infections in Ambulatory Surgery Centers
Health Care Associated Infections are infections that patients can get during their stay in a hospital or ambulatory (day) surgery center. This grant is being used by the Department of Health to help prevent infections in surgery centers by expanding the awareness of proper infection controls and improving inspection capacity and frequency.

Access to Health care for Underserved Populations

 

Oral Health Workforce Training ~ Teledentistry
This grant is being used to train dental professionals willing to work in underserved communities. The University of Washington School of Dentistry, Yakima Valley Farm Workers Clinic, and Eastern Washington University will use these funds to purchase video conferencing equipment and patient simulators. The equipment will be placed in clinic and class room settings at remote sites.
Locations: Remote sites include Okanogan, Colville, Lake Spokane, Moses Lake, Pasco/Tri-Cities, Yakima and Ellensburg.

Nutrition

 

Women, Infants and Children Program
The Woman, Infants and Children Program (WIC) provides mothers and children with vouchers to buy healthy food in grocery stores in local communities all over Washington. The grant allowed more people to participate in the program throughout the state. Washington is the only western state to receive this funding, based on our steep increase in WIC participation. All funds have been expended.
