How and When to Get on the Agenda

The Pharmacy Commission encourages participation

The commission encourages members of the public, the pharmacy profession or other interested parties to bring issues of concern or consideration to the commission's attention. Anyone wanting to appear on a commission agenda should contact the commission office at 360-236-4946, by email to wspqac@doh.wa.gov, fax 360-236-2260 or by mail to P.O. Box 47852, Olympia, WA 98501.

Requirements for requesting a spot on the agenda

Submit your requests at least 60 days before the business meeting for which the person making the request wishes to appear. The request should include the Request for Consideration Form (Word) and any materials the person making the request wishes the commission to review. The request should clearly state if any action is requested of the commission. Please include contact information, person making the request's title or affiliation, and Washington state credential number(s) and addresses if applicable.

After your request is made

People submitting requests shall be notified whether the item is added to the agenda, and if so, the date and time of the presentation. Reasonable efforts are made to accommodate requested meeting dates, but people making requests are strongly encouraged to identify one or two alternate meeting dates.

Specific rules and laws on implementation

Many specialty practices require commission approval as specified in the Revised Code of Washington (RCW) or Washington Administrative Codes (WAC). Below is a list of the topics that specifically requires commission approval. You may contact the Pharmacy Program for further clarification.

Requests requiring commission approval/consideration

  • Ancillary Utilization Plans
  • Retake Jurisprudence exam after third failure/approval of study plan
  • Examinations for pharmacists and pharmacy technician
  • Continuing education courses for pharmacists and pharmacy technicians that are not accredited by the Accreditation Council of Pharmacy Education
  • New pharmacy licenses
  • Nuclear pharmacist licenses endorsement
  • Exclusion of specific products from definition of manufacturing
  • Variance from required manufacturing standards
  • Exempting OTC drug imprinting
  • Exempting registration for distribution for controlled substances
  • Allowing monthly reporting of suspicious transactions
  • Exempting pediatric products from suspicious transactions log
  • Adding substances to precursor log requirements upon petition from law enforcement
  • Department of Fish and Wildlife policies and procedures for use of controlled substances in chemical capture
  • Tamper resistant paper
  • Voluntary substance abuse monitoring program
  • Reuse of teat dip containers

Documents submitted to the Pharmacy Quality Assurance Commission (commission) are public records, subject to the Public Records Act, chapter 42.56 RCW, and presumptively open to public inspection and copying. The commission will make all meeting materials available for public inspection and copying on the commission's website, including records submitted by you concerning your requests for review or approval to the commission. If you believe any of these records may be exempt from disclosure under RCW 42.56.270(11)* (“Proprietary data, trade secret, or other information that relates to (a) . . . unique methods of conducting business, (b) data unique to [your] product or services), then don't submit the records. Instead, you may seek a court order protecting those records as authorized in RCW 19.108.020(3), providing notice of the proceeding to the commission. The materials may be submitted to the commission in a manner consistent with an order of the court when the legal proceeding has concluded.
