Performance Management for Public Health

Performance management is a systematic approach to improving public health through standards, planning, measuring, and continuous improvement. Measures allow us to assess the effectiveness of our work, decide what to do differently, and communicate to customers, decision makers, and employees.

Department of Health

The Department of Health's (DOH) Performance Management System (PDF) is the continuous use of performance standards, performance measures, reporting progress, and quality improvement. They are integrated into our agency's core operations. Performance management is carried out at multiple levels from programs to divisions to the agency as a whole.

Results Washington

Governor Jay Inslee introduced Washington State's new performance management system, Results Washington, in September 2013, outlining his priorities for the state. The Governor established this new strategic framework to set the state's vision and mission, as well as the foundational expectation of all state agencies to achieve goals collaboratively.

As a part of Results Washington, agencies strategically apply Lean thinking, tools and techniques across state government operations to eliminate waste and create more value for the taxpayers.

Goal 3: Sustainable Energy and a Clean Environment

2.1 Increase improved shellfish classification acreage in Puget Sound from net increase of 3,038 acres from 2007-13 to net increase of 8,614 acres by 2016

2.1.a: Increase percentage of inspections that are current for on-site sewage systems in marine recovery areas and other specially designated areas from 37% to 50% by 2016

Goal 4: Healthy and Safe Communities

1.1.b.1: Decrease the percentage of infants born with low birth weight among Blacks from 9.6% in 2011 to 9.3% by 2016

1.1.b.2: Decrease the percentage of infants born with low birth weight among American Indian/Alaska Native populations from 8.7% in 2011 to 8.5% by 2016

1.1.d: Decrease the rate of teen pregnancy for 15-17 year olds from 19.4 per 1,000 in 2011 to 17.5 per 1,000 by 2016

1.2.Y.a: Increase the percent of children (19 to 35 months) receiving all recommended vaccinations from 65.2% in 2012 to 72.6% by 2016

1.2.Y.b: Increase percentage of 10th graders with healthy weight from 75% to 76% by 2016

1.2.Y.d.1: Decrease percentage of 10th graders who report smoking cigarettes in the past 30 days from 10% in 2012 to 9% by 2017

1.2.Y.d.2: Decrease percentage of 10th graders who report using an e-cigarette or vape pen in the past 30 days at 18% in 2014 through 2017

1.2.Y.e: Contain the percentage of 10th graders who report using marijuana in the past 30 days at 18% from January 2015 to July 2017

1.2.A.d: Increase percentage of adults with healthy weight from 36% in 2011 to 38% by 2016

1.2.A.d.1: Increase percentage of persons with healthy weight among Native Hawaiians/Other Pacific Islanders from 33% to 35%; American Indians/Alaska Natives from 21% to 25%; Blacks from 23% to 26%; Hispanics from 31% to 33% by 2016

1.2.A.e: Decrease percentage of adults who smoke cigarettes from 17% in 2011 to 15% by 2017

1.2.A.e.1: Decrease percentage of adults with a high school education or less who smoke cigarettes from 26% in 2011 to 23% by 2016

1.2.A.e.2: Decrease percentage of pregnant women who smoke during their third trimester from 9% in 2011 to 8% in 2016
