The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

CR-101 Filed to Consider Amendments to Increase Hypnotherapy Fees
The Department of Health (department) filed a CR-101 with the Office of the Code Reviser on September 14, 2026, under WSR 26-19-056. The department is considering revisions to WAC 246-810-990, Counselor fees and renewal cycle, to update application and registration, renewal, and other fees for a hypnotherapist credential.
RCW 43.70.250 requires that the costs of licensing each profession be fully borne by members of that profession. The Office of Financial Management also requires professions to maintain a reasonable cash reserve to cover fluctuations in cash flow. Rulemaking is needed to ensure the department is in line with RCW 43.70.250 and the fees set are sufficient to cover the costs of licensing the hypnotherapist profession.
