The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

Genetic Counselor complying with Second Substitute House Bill 1724

The Department of Health (department) filed a CR-103 adoption of amendments for WAC 246-825-080 as WSR 24-23-061  on November 17, 2024 (PDF). The department is to compiling with Second Substitute House Bill (2SHB) 1724 (chapter 425, Laws of 2023). The effective date of the rule is April 1, 2025.

Under RCW 18.130.077, allows discipling authorities to choose to education, training, experience, and exam requirements for applicants who have achieved the national credential for their profession. To align with RCW 18.130.077 the adopted rules:

  • Create a faster pathway to licensure for out-of-state genetic counselors by waiving requirements that applicants provide proof of examination and education for applicants that have been credentialed in another state with substantially equivalent standards and meet the requirements in RCW 18.130.077(1) and (3).
  • Add a pathway to Washington licensure for applicants that hold the national certification with the American Board of Genetic Counseling (ABGC) or the American Board of Medical Genetics (ABMG).

Genetic Counselor Health Equity Continuing Education

The Department of Health is proposing amending WAC 246-825-110, continuing education (CE), to implement Engrossed Substitute Senate Bill 5229 (chapter 276, Laws 2021) adding health equity CE to licensure requirements for genetic counselors. The department is also proposing technical changes or changes to improve clarity.
