Dental Therapist - Rules in Progress

The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

Current Rules in Progress

WAC 246-819 

The Department of Health (department) filed a CR-101, Preproposal Statement of Inquiry (WSR 26-05-023), on February 10, 2026. The department is considering creating a new section in chapter 246-819 WAC to establish general requirements for dental therapists to administer minimal sedation and nitrous oxide.

RCW 18.265.050 (Scope of Practice) requires dental therapists to practice under the supervision of a licensed dentist and only perform services and procedures that the supervising dentist authorizes. Dental therapists may provide only those services and procedures for which they have received appropriate education and training. These services and procedures include the administration of minimal sedation with nitrous oxide.

The Preproposal Statement of Inquiry is intended to align the dental therapy rules with the current definitions and standards for minimal sedation referenced in WAC 246-817-710 (Definitions) and WAC 246-817-740 (Minimal sedation with nitrous oxide).

The department may also consider amending other relevant licensure requirement sections in chapter 246-819 WAC to ensure consistency and clarity.
