How may I participate in rulemaking?
The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

Substitute house bill 1247 (SHB 1247) states that, beginning January 1, 2025, a person may not practice music therapy or use the title “music therapist” unless the person is licensed as a music therapist or if they are exempt per RCW 18.233. The secretary of the Department of Health is given the authority to adopt rules necessary to implement a music therapist licensure.
SHB 1247 also created a music therapist advisory committee that consists of five members. Of the five members, three practice music therapy, one licensed health care provider, and one public member. The committee will advise the secretary in the decision-making process. It will also assist with developing regulations and establishing standards of practice and professional responsibility for music therapists.
The Department of Health has filed a CR-102 (Proposed Rule Making) with a proposal for rule language for music therapist licensure requirements. A rules hearing will take place July 11, 2024 and 11:00 a.m. Please see the links below for more detailed information.
