MAPP 2.0

Washington State Completes All Three MAPP 2.0 Assessments

We’re excited to share that Washington state has officially completed all three MAPP 2.0 assessments as part of the Washington State Health Assessment. This achievement marks a major milestone, made possible through strong statewide collaboration and partner engagement.

The completed assessments include:

  • Community Partner Assessment: Capturing our shared potential across the state to address health equity in Washington
  • Community Status Assessment: Reporting quantitative indicators used to describe our state population, health behaviors, health outcomes, social determinants of health, and the physical and built environment
  • Community Context Assessment: Highlighting community strengths and the conditions and enablers that support health

Together, these assessments provide a powerful, strengths-based foundation to guide future priorities, inform policy, and program decisions, and advance health equity across Washington state. We are deeply grateful to the partners, community members, and public health professionals whose time, expertise, and commitment made this work possible.

What is MAPP 2.0?

Mobilizing for Action Through Planning & Partnerships (MAPP) is a framework for completing Community Health Assessments developed in 2001 by the National Association of County and City Health Officials (NAACHO). MAPP 2.0 was finished in 2021. It built upon its predecessor, emphasizing the importance of community engagement, data-driven assessments, and a focus on health equity. In comparison to the original framework, MAPP 2.0 was streamlined to include fewer phases, 3 new and revised assessment tools instead of 4, and new resources and activities.

MAPP Phase 1, Phase 2 and Phase 3

MAPP

  • Phase 1: Build the community health improvement foundation
  • Phase 2: Tell the community story
    • Community Partner Assessment
    • Community Status Assessment
    • Community Context Assessment
  • Phase 3: Continuously improve the community

MAPP 2.0 Components

MAPP 2.0 enables communities to identify health priorities, develop effective strategies, and mobilize partnerships to improve community health outcomes, empowering communities to create sustainable and equitable solutions for the well-being of their populations.

1. Community Partners Assessment

The Community Partners Assessment (CPA) (PDF) is an assessment process that allows all the community partners involved in MAPP to critically look at their:

  1. Individual systems, processes, and capacities
  2. Collective capacity as a network/across all community partners to address health inequities
2. Community Status Assessment

The Community Status Assessment (CSA) is a quantitative assessment aimed at understanding the community’s status. It helps communities move upstream and identify inequities beyond health behaviors and outcomes, including their association with social determinants of health and systems of power, privilege, and oppression.

3. Community Context Assessment

The Community Context Assessment (CCA) is a qualitative data assessment tool aimed at harnessing the unique insights, expertise, and perspectives of individuals and communities directly impacted by social systems to improve the functioning and impact of those systems.

The strengths came from Community Health Assessment reports by local health jurisdictions and hospitals, as well as photos submitted by the community members through 2024 Washington State Community Photo Project.
