Consumer Confidence Report (CCR)

Background

In February 1998, the Environmental Protection Agency (EPA) first introduced the Consumer Confidence Report (CCR) into federal law as Proposed Rule (63 FR 7605). It was adopted as a final rule that same year, Final Rule: National Primary Drinking Water Regulations: Consumer Confidence Reports, August 19, 1998 (PDF). Washington State adopted it into law under WSR 00-15-080 July 19, 2000.

EPA requires community water systems to deliver a CCR, also known as an annual drinking water quality report, to their customers. These reports provide information about local drinking water quality. The report is required to include:

  • Drinking water source.
  • Source water risk contamination summary.
  • Any regulated contaminant found in local drinking water.
  • Potential health effects of any contaminant detected in violation of an EPA health standard.
  • Systems actions to restore safe drinking water.
  • Educational statement for vulnerable populations about avoiding Cryptosporidium.
  • Educational information on nitrate, arsenic, or lead in areas where these contaminants may be a concern.
  • Phone numbers of additional sources of information, including the water system.

Preparing Your Report

All Group A community water systems must provide their customers with a report each year about the quality of water they serve. Group A water systems serve 15 or more connections or 25 or more people.

This regulation does not apply to transient non-community (TNC), non-transient non-community (NTNC) or Group B water systems. You must deliver your CCR to your customers and us by July 1 of each year.
