DOH's Emergency Preparedness, Resilience, and Response (EPRR) Office supports the state in medical materiel management and distribution during an incident and to recover from an incident. The EPRR Logistics team coordinates logistical operations and medical materiel requests when an incident exceeds the capacity of a local jurisdiction's normal supply chain.
The state supply of various medical materiel has been available to help support state agencies, counties, tribes and other partners and organizations through the COVID-19 pandemic. This resource will only continue will only continue to be available to support organizations in extraordinary circumstances such as when supplies are unavailable through regular supply chains, when shipping delays cause an immediate need, and when urgent needs arise that cannot be addressed through other means.

State, local, and tribal agencies, partner associations, and health care organizations are able to make requests for urgently needed medical materiel supplies.
Health care organizations and partner associations must place this request through their county emergency management agency. County emergency management can assist with eligible requests being placed and answer any questions about the process.
State agencies can place requests directly to the state. Tribal agencies are able to place requests through either their county emergency management agency or through the state directly.

- How do I place a request for medical materiel equipment and supplies?
Contact your county emergency management and they can assist you on the process to place a request.
- What is an “urgent need”?
An urgent need is when there is an interruption, deficit or significant delay in the commercial supply chain and equipment and supplies are unavailable. Your county emergency management will assess your need.
- Is there a cost for requested supplies?
Costs are determined by the funding source used to procure the equipment and supplies. For the instance of equipment and supplies needed to respond to the COVID-19 pandemic, there is no cost to the requestor. Your county emergency management can help determine any cost for equipment and supplies needed to support activities not related to COVID-19.
- Is ventilator maintenance covered by DOH?
No. DOH does not cover the cost of ventilator maintenance. All maintenance costs and fees are taken on by the receiving organization. If the ventilator received is part of the Strategic National Stockpile (SNS) those ventilators are on temporary loan from the Federal Government and DOH will notify and assist in cycling out maintenance due ventilators with new ones.
- Will the state transfer ownership of equipment?
Yes, in some cases. The DOH medical surge logistics chief will coordinate the transfer of ownership of certain equipment such as ventilator or hospital beds. If you have already received ventilators and/or beds and wish to transfer ownership, please contact us.
- If I request and receive supplies does my organization have to transfer ownership?
No, your organization does not have to transfer ownership. However, DOH reserves the right to recall the equipment if needed.
- Will the state continue to procure ventilators and/or associate items?
At this time, DOH is not planning to procure additional ventilators and associate items. Once the state procured ventilator supply runs out DOH will only provide SNS ventilators.
- Will the state procure more medical beds?
No, at this time, there is no plan to procure additional medical beds.
- Are resupply kits available for SNS ventilators after they are initially issued?
Resupply kits are only available upon initial issue of the ventilator. Subsequent supplies are the responsibility of the end user.
