The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

Notice of withdrawal of CR-101 – Adding “Personal Supervision” to Dispensing Optician Definitions
The Department of Health has withdrawn CR-101 for WAC 246-824-010, Dispensing Opticians – Adding “Personal Supervision” to the definitions. The withdrawal was filed on March 5, 2019, under WSR 19-06-078. The department had considered amending the dispensing optician rules to add “Personal Supervision” to the definitions. We became aware of stakeholders' concerns regarding our intent to initiate rule making to address the definition of personal supervision. After consultation with stakeholders, the department determined a different course of action would be more appropriate and has withdrawn this pre-proposal statement of inquiry.
State examination and licensing requirements
The Department of Health is proposing updating and/or repealing requirements related to the dispensing optician state examination and licensing requirements. RCW 18.34.080 allows the Dispensing Optician Examining Committee to approve an examination prepared or administered by a private testing agency or association of licensing authorities. The current dispensing optician examination, prepared and administered by the committee, was developed in the 1950s. There have been limited updates to the exam, and failure rates are high. The Dispensing Optician Examining Committee is considering adopting the national examination administered by the American Board of Opticianry and National Contact Lens Examiners.
Fees and renewal cycle
The Department of Health is proposing rule-making to WAC 246-824-990 dispensing optician fees and renewal cycle. The proposed rule removes the full examination and reexamination fees, adds a license application fee, and includes minor clarifications and formatting changes for easier readability.
