Greatest Success
Partnerships between organizations, such as the County, CCD, and the Jamestown S'Klallam Tribe have been very succesful. The CWWG focuses work on problem areas, develops strategies, and shares information. The most notable water quality improvements occurred as a result of the piping of irrigation ditches that were discharging contaminated surplus flows into Dungeness Bay tributaries.
Greatest Challenge
There is no stable funding for work in the SPD. The County decision makers have not supported a stable funding mechanism for shellfish protection or MRA activites. Clallam County staff continue to address the Board of Health with respect to the need for a stable funding source. During a recent study of the marine shoreline along Dungeness Bay, community members suggested that the County needs to enforce existing laws and force people to get inspections. Presently, the County has limited staff, limited funding, and no support from the prosecutor to conduct inspections and enforce existing laws. Clallam County received funding to bring the Sheriff Department's code compliance deputy on some site visits. However, if it is obvious a property owner doesn't want anyone on their property, the sheriff will not enter. The Clallam County prosecutor is reluctant to issue search warrants, so these properties are documented as ‘unknown'. In general, the field staff can determine whether they feel comfortable entering a property. If not, they can call the sheriff.
Needs to Further Goals or Pollution Control Plan / Lessons Learned
Political support is needed. Development and implementation of the PIC Plan will focus efforts where they're needed most.
