The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

Current Rules in Progress
The Department of Health is considering amendments to the co-occurring disorder specialist (CODS) enhancement rule chapter, chapter 246-804 WAC, filed in WSR 25-13-086 on June 16, 2025 (PDF).
This rule making will open all current rule sections and consider: (1) adding new rule sections; (2) clarifying current standards for the CODS enhancement, application process, and definitions; (3) creating new curriculum standards for training programs; and (4) developing an educational program application and approval process. This rule making may also address other related issues raised by the department, partners, or interested parties.
The department will schedule listening sessions and rule-making workshops to review these potential changes in mid-late 2025. Notice of workshops will be sent out to impacted professions, including all licensed counselors, substance use disorder professionals, and agency affiliated counselors. Information to join these listening sessions and workshops will also be shared in this public space.
