The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

SOTP Fee Decrease
State law RCW 43.70.250 requires that the cost of regulating each profession be paid for by that profession’s credential fees. Based on the financial forecast, the department is implementing a fee increase to bring the profession’s fund balance into the recommended range. The attached cost driver document (PDF) includes proposed fee changes and financial information about your profession, including budget trends, and the financial forecast.
The fee decrease for sex offender treatment provider is effective June 1, 2023, and the fees will be updated as follows:
