The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

Health Equity CE Update for Athletic Trainers
The Department of Health (DOH) is implementing changes to WAC 246-916-060 for athletic trainers, aligning with ESSB 5229 and RCW 43.70.613. The adopted amendments introduce a one-hour health equity education requirement every two years, meeting the model rules’ directive of two hours every four years. This seamlessly integrates with existing CE requirements, ensuring compliance with statutory standards. No additional topics are introduced. Filing dates:

Athletic trainers and medications in chapter 246-916 WAC Athletic Trainers
The Department of Health and the Athletic Training Advisory Committee are proposing to create a new section in the athletic trainer rules in response to Substitute House Bill (SHB) 1275 (chapter 143, Laws of 2023). Rulemaking is necessary to clarify that athletic trainers are not permitted to purchase, store or administer controlled substances, and to clarify training requirements for an athletic trainer to purchase, store and administer medications.
