The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

Current rules in progress
The department is currently working to implement ESSHB 1504 to allow student interns to practice as agency affiliated counselors.
- A CR-101 has been filed (PDF), which proposes to amend chapter 246-810 WAC to implement changes as required by ESSHB 1504.
- A policy statement has been issued pertaining to student interns working as AACs (PDF) (to be referenced until the rules are updated).

AAC Potential Fee Increase CR 101 (WSR 22-20-067) (PDF)
State law RCW 43.70.250 requires that the cost of regulating each profession be paid for by that profession’s credential fees. Based on the financial forecast, the department is considering a fee increase to bring the profession’s fund balance into the recommended range. The attached Cost Driver document includes proposed fee changes and financial information about your profession, including budget trends, and the financial forecast.
The department is holding public meetings to discuss these potential changes. Agency Affiliated Counselor fee changes will be presented on December 1, 2022, at 9 a.m. to Noon PST. During the meeting, department staff will explain how fees are set and be available for questions from health care professionals and other members of the public.
