The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

Current rules in progress
The Department of Health is currently in the process of rule making for chapter 246-809 WAC.
We are also currently in the process of rule making specific to a fee increase regarding licensed mental health counselors.
The cost driver document includes proposed fee changes and financial information about your profession, including budget trends, and the financial forecast.
We are holding public meetings to discuss these potential changes.
Licensed mental health counselors fee changes will be presented on December 1, 2022, at 9 a.m. to noon PST. During the meeting, department staff will explain how fees are set and be available for questions from health care professionals and other members of the public.
